No project captures the difficulty and uncertainty of large-scale infill development in weak markets more than Legacy at Saint Luke’s Pointe. Originally purchased by Cleveland Neighborhood Progress in 2003, phase one of the project was completed in time for a 2006 parade of homes coined CitiRama. Subsequent recessions, community economic change, and even the passing of a legendary local developer stalled the project and changed its trajectory several times. One thing remained consistent though: the commitment of the community to achieving an empowering and quality neighborhood for mixed-income families within and new to the neighborhood. Located across the street from the remarkable transformation of Saint Luke’s Hospital, the residential development finally (and predictably) achieved traction when the derelict vacant hospital was returned to community icon status.
